I am pleased to learn the U.S. House of Representatives recently passed H.R. 822 theNational Right-to-Carry Reciprocity Act of 2011. This much needed and long overdue law strengthens the Second Amendment right held by all U.S. citizens by making it easier for law-abiding citizens to bear arms across state lines. This law fits squarely within my Free America Agenda to restore freedom to the American people.
Under current law in most states, including Pennsylvania, a U.S. citizen who desires toexercise his Constitutional right to bear arms, by carrying a concealed firearm, must first obtain a concealed carry permit from his state of residence. When this citizen decides to travel out of his home state he must first determine whether his state has entered into a reciprocal agreement with each state into or through which he desires to travel. This is a cumbersome and time-consuming process because not all “right to carry” states have entered into reciprocal agreements with all other “right to carry” states.
With the passage of this new law, law-abiding citizens who desire to carry, and have obtained and possess a valid license to carry issued by their state of residence, will be permitted to carry their firearm into and through all those states that permit their own residents to carry a concealed firearm. As of today, 49 of the 50 states permit their citizens to carry a concealed firearm in some form. Thus, the enactment of this law will enhance our Constitutional rights to bear arms and to travel freely between and among those 49 states.
All eyes are now on the U.S. Senate. To date, no corresponding bill has been introduced into the U.S. Senate. Senator Robert Casey (D-PA) has not yet declared his position on the National Right-to-Carry Reciprocity Act of 2011. That is unfortunate. Someone who professes to support and defend our Constitutional right to keep and bear arms should be out in front leading the fight to strengthen this fundamental right of the American people.
Gun owners and supporters of the Constitution should recall that Senator Casey voted to confirm Sonia Sotomayor and Elena Kagan to the U.S. Supreme Court – two justices who reject and seek to nullify the Second Amendment to the U.S. Constitution. Through those confirmation votes, Senator Casey turned his back on the Constitution and the Second Amendment. Please help me in my effort to defend the Second Amendment and restore freedom to America by replacing Robert Casey in the United States Senate.
